Emerson Tianjin Phase II Facility Set to Fully Launch Production in October 2026

Emerson’s Phase II expansion project at its Wuqing manufacturing facility in Tianjin, China, is scheduled to enter full production in October 2026. The expansion will further strengthen Emerson’s valve automation manufacturing, research and development, testing and service capabilities, with the Bettis™ intelligent electric actuator production line coming online alongside the existing Fisher™ control valve production line.
The expanded facility is designed not only to increase manufacturing capacity, but also to establish a more comprehensive platform for advanced valve automation technologies. The project is expected to support customers in China and international markets with more efficient, reliable and locally manufactured automation solutions.
Phase II Expansion Strengthens Emerson’s Manufacturing Capabilities
The Phase II project covers approximately 53,000 square meters and represents a major upgrade to Emerson’s Tianjin manufacturing and engineering capabilities.
The expanded facility includes a digital research and development center, automated manufacturing areas and intelligent three-dimensional warehousing. Testing infrastructure for demanding fluid-service conditions is also being developed, including large-scale water and gas tanks and high-power compressors.
These facilities will enable the site to support a broader range of testing activities throughout the valve product development process. Future capabilities are expected to cover concept validation, water and gas condition simulation, durability testing and other verification activities.
The new testing platform will also provide support for the industrial application of advanced materials and fluid dynamics technologies. In addition, a dedicated operations and maintenance service center will further strengthen Emerson’s lifecycle support capabilities for customers.
Bettis Electric Actuator Production Line to Begin Operation
One of the key additions to the Phase II expansion is the Bettis intelligent electric actuator production line.
The new production line marks another stage in the development of Emerson’s Wuqing facility, expanding its actuator manufacturing capabilities from pneumatic and hydraulic technologies toward a broader portfolio that also includes electric actuation.
Bettis has specialized in valve actuation for nearly a century, with its history dating back to 1929. The brand has developed products for a wide range of demanding industrial applications, including oil and gas, refining, chemicals, power generation, mining, water and wastewater, transportation, and pulp and paper.
Bettis actuators have also been developed to meet demanding safety and regulatory requirements. The product portfolio includes solutions for hazardous-area and severe-service applications and has obtained certifications for different international markets.
Bettis and Emerson Tianjin: From Feasibility Study to Local Production
The relationship between Emerson’s Wuqing facility and Bettis electric actuators began in 2020, when the plant initiated a feasibility study for introducing new actuator products into local manufacturing.
The study focused on market requirements, product positioning and the feasibility of localized production. The project was formally approved at the end of 2021, followed by the introduction of the Bettis XTE3000 intelligent multi-turn electric actuator production line and key materials from an Emerson European manufacturing facility.
At the same time, Emerson began localizing the production of critical components.
In September 2022, the Wuqing facility successfully completed initial product production. The products subsequently passed the European plant’s acceptance and process approval requirements.
In February 2023, the Bettis XTE3000 obtained China’s CCC certification, supporting its formal production and application in the Chinese market. The first batch of products was delivered to customers in May 2023.
On August 3, 2023, Emerson Process Management (Tianjin) Valve Co., Ltd. held a production celebration for the Bettis XTE3000 electric actuator. The milestone marked the Wuqing facility’s transition toward a more complete actuator manufacturing portfolio covering pneumatic, hydraulic and electric actuation technologies.
Bettis XTE3000 Designed for Intelligent Valve Automation
The Bettis XTE3000 is an intelligent multi-turn electric actuator designed specifically for valve automation applications.
The actuator features a relatively simple structure and is designed to provide reliable operation across a range of industrial applications. Its non-intrusive design supports valve operation while reducing the need for direct mechanical intervention during configuration and maintenance.
The XTE3000 production line was transferred to China in 2023 and follows standardized manufacturing and production processes based on Emerson’s global requirements.
The product has obtained certifications for different markets, including CCC certification, supporting its use in applications requiring compliance with Chinese hazardous-area requirements.
The actuator can also be used with DCMlink diagnostic software to provide digital functions for valve operation, monitoring and diagnostics. This enables users to obtain additional operational information and support condition-based maintenance strategies.
Supporting Digital and Localized Valve Automation
The Phase II expansion is expected to improve Emerson’s ability to manufacture and deliver valve automation products locally while supporting the growing demand for intelligent and digitalized industrial equipment in China.

With the Bettis electric actuator production line operating alongside the Fisher control valve production line, the facility will have a broader product and technology base covering key areas of process valve automation.
